Rally - Taste of Monaco

It's raining in Monte Carlo ahead of this weekend's Rally, but this will brighten the outlook and gladden the hearts of the Monegasques. The trouble is, if it's raining at sea level, what's it doing in the mountains?

I wonder if you can get knighted for supplying tea cakes and caramel wafers?
